An interesting Obama Birth Certificate post at the site Wireupdate.com, President Obama’s Birth Certificate Has Layers. A story that began at the National Review, PDF Layers in Obama’s Birth Certificate.
National Review:
‘We have received several e-mails today calling into question the validity of the PDF that the White House released, namely that there are embedded layers in the document. There are now several other people on the case. We looked into it and dismissed it.’
And,
What’s plausible is that somewhere along the way — from the scanning device to the PDF-creation software, both of which can perform OCR (optical character recognition) — these partial/pseudo-text images were created and saved. What’s not plausible is that the government spent all this time manufacturing Obama’s birth certificate only to commit the laughably rookie mistake of exporting the layers from Photoshop, or whatever photo editing software they are meant to have used. It’s likely that whoever scanned the birth certificate in Hawaii forgot to turn off the OCR setting on the scanner. Let’s leave it at that.
Unperturbed by the NR’s assessment this comment from ‘Joe Friday’:
I’m not going to say that the information on the document is bogus, but I can definitely, without hesitation, say that the document was originally a two-layer piece.
The top layer is the ‘black’ part that came from a scanner as a grayscale scan. It was converted to black and white and the white part was made transparent.
That was dropped onto of a generic green watermark background, which is what makes it look official. But that was NOT on the original document as scanned. This is very evident by the white haloing around everything black.
It is also extremely evident that a layer was dropped onto the green background because the green marks are very crisp in the areas around the edges of the image, but are very blurred where the black image block covers it.
Now keep in mind that before the green background was added, the original scan could have easily been altered.. dates or names changed. I’m not saying it was. I’m just saying it’s a 100% fact that it could have been.
So, this document as we see it is still not proof of anything. I could easily recreate this document with someone else’s original Hawaii birth certificate and a generic watermark background.
The assessment at WireUpdate.com: ‘The original birth certificate was probably in a ‘negative’ form and someone at the White House took it upon themselves to doctor it up so the form can be readable’.

The photograph showed two very heavy plumes of black smoke billowing from buildings in Beirut after an Air Force attack on the Lebanese capital. Reuters has since withdrawn the photograph from its website, along a message admitting that the image was distorted, and an apology to editors.
While we have no opinion on whether the new Obama birth certificate posted by the White House was altered or doctored we’re still wondering why it took 3 years and over $1.7 million in court fights to keep this document from being released?

Saying “Politifact” checked something is like saying a member of the St. Pete editorial staff checked it out.
The documented cost of Obama’s legal battles over the long form BC was north of $1 million dollars when I did my original research–and that was almost 2 years and many court battles ago.
$1.7 million is being very generous to our beloved 44th president.

No, it is not your fault, but all you have to do to get the case dismissed is produce evidence that the accuser (plaintiff) cannot prove that there is a disputed material fact. Obama did not have to provide it unless there was a factual dispute (for example that the plaintiffs could show evidence that there was no birth certificate, then the burden of proof would shift to Obama to prove otherwise or else he would lose). Also, assuming there are good lawyers involved, Obama could have motioned to dismiss the case if it was frivolous and sanctioned the lawyers who sued him, unless they could provide enough evidence to show that it was more likely than not that the claim was not frivolous. You cannot just sue to bully someone, unless you want to be disbarred. You also cannot sue unless the suit is brought for a proper purpose and there is evidentiary (or likely) support to back the claim, unless the lawyer wants to be reprimanded, sanctioned, or disbarred.

btw, there’s rarely any use for ocr with scanners these days. when i used ocr, it created no “layer” during any of the process. the ocr ware creates a separate document (iirc, this output remains in memory and/or swap until user chooses to save to ‘real’ file).

There is no such document. The only dollar amounts are for Perkins Coie’s account with the Obama campaign for legal expenses associated with a presidential campaign — which are numerous.
If you can link to a specific document that says $1.7 million was specifically spent on birth certificate legal battles, I’ll retract my criticism. But I’m pretty sure you can’t.

I think the Hawaii Department of Health just scanned the original certificate and printed it onto the green pattern security paper. They usually print the Certificates of Live Birth onto the security paper, so this paper was in the printer. The department of health signed this printed copy and sent it onto the Whitehouse. The whitehouse then scanned this document, which is probably when the multiple layers were produced. Simple explanation…I guess we should all get lives now and rest easy knowing the President is not Kenyan.

The only problem is that a scanner doesn’t create layers. OCR software also does not function as the National Review said, OCR will simply take the scanned data and try to pull the text out of it but it never recreates the scan that it has pulled text out of into a new image file, it creates a text file that can be imported into word… no way the layering problems were caused by OCR software.
The only real problem I see with the document is that it isn’t reverse white on black which is the way all other copies of the birth certificate from that time period are… I’ve looked at mine and it was a few years after his, its black back ground with white text (reverse image of original). Also the question is why does it list his father’s race as African, at that time the normal thing would be Negro…
I’m 100% sure this is different from the original… and the why it includes rookie mistakes is pretty easy to figure out too…. If the CIA had been trying to create a bogus certificate it would be done, a new page would have mysteriously been slipped into the original records and no one would be the wiser, except that the agents at the CIA would have to be expected to do the work and not turn in the fraud (a risk they would go to the press and see the fraud arrested) or they might do it but would then have a huge gun to hold to the president’s head to blackmail him later… No I’m guessing he wouldn’t be dumb enough to ask the CIA to help him out so his only option would be someone with less experience in forgery someone he trusted but who was unlikely to be perfect and thus created a nice document for a quick look but who forgot to cover the rookie mistakes…
I mean why is it that the governor of Hawaii publicly states that no one can locate the long form birth certificate and now it shows up?
If you could find all the people born in Hawaii on the 7 days before and after his birth and they all got copies of their certificate I’m betting you would find that his file number is the same as one of the people that were actually born in Hawaii…. frankly I have more doubts now that he was born there than I did before.

Yes if you download the PDF and load it in Adobe Illustrator, you can see that there are layers on it with special note of the dates! This isn’t a matter of what color paper it is printed on. It was doctored. Therefore it is still an issue for the Kenyan King!

Very little of what you said in that last paragraph is correct.
First, you’re talking about a summary judgment standard (produce evidence that the plaintiff cannot prove that there is a disputed material fact). And although you have the standard wrong, getting to summary judgment doesn’t happen in many cases (most cases) until after substantial discovery. You can rack up $2 million in discovery, particularly on a case like that, even before a motion for summary judgment has been filed. So the payment of legal fees in a bogus lawsuit is evidence of . . . nothing.
Second, pleading standards are so liberal in every U.S. jurisdiction that motions to dismiss at early stages, unless they are jurisdictional, are almost routinely denied. In fact, in most instances, the standard is that the allegations in a complaint must be accepted as true for purposes of motions to dismiss. Good lawyers or bad, motions to dismiss frivolous lawsuits are denied every day. And when the cases are dismissed, the dismissals are reversed on appeal. Every day.
Third, yes, you can sue just to bully someone. Lawsuits are filed to harass every day. That’s how people become vexatious litigants, that’s how people obtain settlements for nuisance value, and that’s why there are people in the world who pursue litigation as a profit center.
While I wish it were true that lawyers would be disbarred, reprimanded or sanctioned for bringing frivolous lawsuits, most states have “litigation privileges” and anti-SLAPP (strategic lawsuit against public participation) statutes that are complete defenses for almost anything an attorney does during litigation. And while the incidence of attorneys lying during litigation is extremely high, the incidence of them getting caught and/or punished for it is extremely low.
Seriously — learn something about what you’re saying before you say it. You just sound dumb — maybe not to someone who doesn’t actually know what you’re talking about. But to anyone who has practiced a day of law, you sound like a moron.
Finally, why should anyone accept anything you say as more accurate or somehow correct than whatever the St. Petersburg Times is saying? I can’t tell that you care very much about facts, based on what I’ve seen on this post. And I must say I’m sorry I came across your little blog based on what I’ve seen so far . . .

As a matter of technical correctness, the original document must have been photographed, rather than being scanned using a current-technology moving sensor scanner. That’s the only physics-consistent explanation for the relative straightness of the black horizontal lines near the left bottom of the form, and their significant curvature near the top left.
Since the watermark background isn’t curved, it must not have been present during the photographic process. Rather, the camera output must have been printed onto that background, then scanned to make the distributed PDF file.
The argument regarding layers is that OCR software often creates such decomposition of a partly-text document. In this case, though, OCR decomposition isn’t workable. The spacing eccentricities of the original typeset form are preserved; if that content had been OCRed and then printed, those original spacing oddities would be gone. The vertical character spacing errors of the original typewriter content are reproduced; they again would be gone. The typeset content and typed content are in similar but different typefaces in the document we see; if it had been OCRed, they could only be in different faces if the resulting OCRed file had been edited. The typeset content under magnification has significantly sharper edges and features than the typed content, as if the typed content was produced with a traditional oiled-fabric ribbon. There also are horizontal spacing errors in the typed content…see for instance the colliding e and n in “student”…and key impact variations, such as for the t in “University” and the o in “None”. All of these are characteristics of a typebar-mechanism typewriter, and would not occur except with editor-intervention in printing from OCR input.

Easily Debunked layers: From an average Joe on Youtube
It’s called OCR (optical character recognition). Acrobat and many scanners do this by default. It detects letters and words on the page and allows you to add selectable text to the document without having to type it in manually.
Notice how when you? hide a layer, it’s white behind it? If it was truly forged, you wouldn’t see any of the background missing. It’s white because it doesn’t know what’s behind the text BECAUSE THE TEXT WAS THERE WHEN IT WAS SCANNED.

HaHa this is funny stuff………..actually it is pretty sad when a country can get so caught up by a presidents birth certificate when their is so much worse stuff going on in the US and around the world. The way I see it is – WHO THE FOOK CARES – what a waste of time & money. The people of the USA elected him and I really don’t see a problem if he was or wasn’t born in the US – as far as i am concerned if he is a US citizen there should be no problem at all, then the country could spend more time, money & energy on allot more important things, like taking care of the people – American Citizens – down in the gulf for one, since that story seems to have disappeared as far as media attention goes. I could list a hundred different things that are more important than this silly story about a presidents birth certificate but I am sure most of you could figure out what is more important in their own community than this story. If people in the US want to waste time and money on silly things then if Mr Trump runs for president then I would think that some of the American people would like to know whether the hair on his head is real or not, maybe someone will bring that to court because it wouldn’t be much different in the sense of wasting time and money on stupid things.

This is a well writen objective editorial. Liike so may other commentators this writer may be missing the main point. The missing birth certificate may be a false clue that leads away from the big crime. Even if Obama were born in Hawaii (not likely given the effort expended to keep the information about his birth a secret) he would still be ineligible to serve as President because he has duel (perhaps triple) citizenship. First of all, the birth certificate that the White House released lists Obama’s birth as August 4, 1961. It also lists Barack Hussein Obama as his father. No big deal, right? At the time of Obama’s birth, it also shows that his father is aged 25 years old, and that Obama’s father was born in “Kenya, East Africa”. This wouldn’t seem like anything of concern, except the fact that Kenya did not even exist until 1963, two whole years after Obama’s birth, and 27 years after his father’s birth. How could have Obama’s father have been born in a country that did not yet exist? Up and until Kenya was formed in 1963, it was known as the “British East Africa Protectorate”. But, this is not the only thing that I found that just does not jive.
The other item that I looked into was the hospital that Obama was born in. On the birth certificate released by the White House, the listed place of birth is “Kapi’olani Maternity & Gynecological Hospital”. This cannot be, because the hospital(s) in question in 1961 were called “KauiKeolani Children’s Hospital” and “Kapi’olani Maternity Home”, respectively. The name did not change to Kapi’olani Maternity & Gynecological Hospital until 1978, when these two hospitals merged. How can this particular name of the hospital be on a birth certificate dated 1961 if this name had not yet been applied to it until 1978?
Go ahead, look it up. I am not talking crazy talk, these are the facts. Like I said, I thought that this was a non-issue until the actual certificate was released. Now that it has been released, of course I had to look into it. I have found these issues, now I know that something is up. If you doubt me, just look at the following resources:
Sure as hell, the hospital part is true, as you can read about the 1978 merger here.
The discussion about the East Africa Protectorate is less decisive, however. Still, Keyna didn’t gain independence until 1963, be preceded in independence by Tanganyika which became Tanzania, Uganda, and then Kenya. Whether it would have been referred to in Hawaii as the Kenya Colony of Great Britain, however is an interesting discussion, for sure.

Politicians never break the law…Right. So, if Obama has broken the law by running for an office he was ineligible for, this would be new because? Obama has spent millions blocking this info ( and MUCH other). The birth certificate has been provided, but not authenticated. When ‘abnormal’ things appear it is our DUTY to scrutinize them, not ignore them. Obama is still ineligible according the constitution: Article 2, Section 1 (except): No person except a natural born Citizen, or a Citizen of the United States, at the time of the Adoption of this Constitution, shall be eligible to the Office of President;
Obama’s father was a Kenyan and British citizen, not American. Case closed, go home.

Your facts are wrong about Kenya. Before WWI, Kenya was known as German East Africa. After the war it became British East Africa. On July 23, 1920 British East Africa was renamed Kenya, East Africa and became a crown colony.
The coastal strip is different. It was owned by and leased from The Sultan of Zanzibar back in 1887. In 1920 the British named only this coastal strip the The Kenya Protectorate.
Since Obama’s dad was born near Lake Victoria far to the west of the coast, Kenya, East Africa is correctly his “country” of birth.

While OCR software would not create layers, the Adobe PDF format attempts to save space by encoding letters as text instead of pictures. Those layers would correspond to anything it thought was text when it was converted to PDF format.

There is no conspiracy. All they did was scan in the document and then choose “Optimize Scanned PDF” in Acrobat.
But you don’t have to trust me. Just follow these steps:
1. Export the PDF as a JPG. Make absolutely sure you are satisfied that the file is now a flattened image (the way a newly-scanned image would be.)
2. Save the new JPG as a PDF. Bring the PDF into Illustrator if you need to make doubly sure there are no layers in the PDF.
3. Now, open your new, non-layered PDF in Acrobat, and go to Document -> Optimize Scanned PDF. (You can just use the default settings)
4. Save the PDF, close it and open it up in Illustrator.
5. Well, what do you know! A whole bunch of layers and clipping paths, and the text is separated from the background — just like you saw in the White House version!
6. If you’re still not satisfied, just go to http://abcnews.go.com/images/Politics/ap_obama_certificate_dm_110427.pdf for a black & white, higher-resolution, un-optimized copy.

IT doesn’t matter if it is forged, altered, or real. It’s an important issue because our President needs to be loyal to America. If he has citizenship in other countries, it creates a huge conflict of interest. By his own admission in his autobiography, Obama apparently has citizenship in FOUR countries:
1)USA because his mother was American.
2)Kenya because his father was Kenyan.
3)United Kingdom because Kenya was part of the British empire at the time.
4)Indonesia because he was later adopted by a stepfather from that country.
When Obama calls himself a “citizen of the world,” he’s not kidding! He has citizenship on four different continents. This is why he’s so determined to knock America down to size and “redistribute the wealth” all over the world. His quadruple citizenship isn’t really in doubt, is it? Just read his own book, where he admits to it.
The question of exactly where he was born is a legal technicality, but it’s appalling that all candidates are not required by law to produce an original birth certificate for close examination BEFORE their names are ever placed on the ballot. We need to fix a lot of serious deficiencies in our electoral process.
