		<description>By law contributions donated to the  general election are to be refunded to contributors by the campaign if the candidate drops out after the primaries. 

 Contributions donated to the primary election (the primaries are a separate election) can be kept by the candidate. It&#039;s up to the discretion of the candidate whether or not to refund those contributions. 

DBKP is currently investigating how many of the refunds were from the primary election (discretionary), versus those that were contributions designated for the general election. 

Of the over two thousand refunds from the Edwards&#039; campaign, totaling almost 4 million, only 1/5 of a percent of the refunds were $100 or under.</description>

		<description>OK - so is this normal to refund donors if one doesn&#039;t win the primary and has campaign money left over?  Or is the implication that he decided to refund people because he never should have run for prez with a dizty pregnant mistress lurking in the wings?</description>
