Houston Police Officers Shoot Mystery Man Dead After High Speed Chase

Tuesday morning Houston police officers shot and killed 52-year-old mystery man, Ronald Vincent Carnaby, after a high speed chase.

While an initial search of Carnaby’s Jeep revealed no weapons, after the SUV was taken into custody police claim they discovered two pistols and a shotgun. Now the HPD has several mysteries on its hands. Who was Ronald Vincent Carnaby? A secret CIA agent as he claimed to cohorts and friends? Why didn’t the cops find the two pistols and the shotgun, one of which was purportedly “within reach” during their initial search of his vehicle and why did Carnaby run in the first place?

Who was Ronald Vincent Carnaby?

Carnaby was a local enigma who told friends he was a federal intelligence agent. Sometimes he’d allude to being a CIA or Homeland Security Agent. Carnaby was President of the local chapter of the Association for Intelligence Officers whose members include former President George H. W. Bush. According to the Houston Chronicle, Carnaby’s friends said they had seen him in the company of high level law enforcement officers and CIA bureaucrats. One friend said he and Carnaby had recently attended a party in Washington for retired intelligence agents.

Karate, Knife Tricks, Guns, and Seven Languages

Carnaby had a long time friendship with Houston car dealer Alan Hefman where Carnaby purchased several vehicles over the years. Hefman said that at times Carnaby would stop by the dealership “daily” showing off knife tricks, karate skills, his arsenal of weapons, and the seven languages he purportedly spoke.

Authorities discovered Carnaby had listed his address on his driver’s license as a private mailbox at a UPS store in downtown Houston. He had registered the address of his Jeep at another UPS store.

Carnaby’s Final Exit

Just what transpired yesterday that lead to Carnaby’s death is still being investigated by local authorities. Carnaby had been pulled over near Orem on Texas 288 for a routine traffic stop. He “took off” when the officers learned he had a license to carry a concealed weapon. Carnaby then took the police on a 100 mph ride headed north on the South Freeway then west on the Katy Freeway. He then went south on the West Loop and exited on Woodway where officers forced his vehicle to a stop. He refused to acknowledge the officers nor put his hands up. After the cops smashed his passenger side window he “stepped out of the vehicle, turned around and reached under the seat” according to Houston Police Sgt. John Chomiak. It was then that the officers opened fire on Carnaby. He was later pronounced dead at Ben Taub hospital.

It was then that an initial examination made of Carnaby’s car yielded no weapons. According to the HPD it was a subsequent search that “two pistols and a shotgun” were purportedly found.

Carnaby was engaged to be married and friends are baffled as to what happened to Carnaby. The Vice-President of the local chapter of intelligence agents, Fred Platt, still believes Carnaby worked for or was some sort of “cop”. Platt said that Carnaby was there for Homeland Security while the local FBI and head cops in Houston claim they’ve never heard of Carnaby. Platt said he “couldn’t fathom why he would be running from the police because he is the police”.

Carnaby’s finals moments were caught on the police cruiser’s dashboard cam.



Former Fake CIA Agents

In 2007 George Rice received a frantic phone call from his “CIA” buddy, Larry Lee Risser Jr.. Risser claimed he was on a “clandestine” CIA mission in Germany and had been shot. He said he needed $10,000 for a rescue helicopter. Rice sent the money and later heard Risser was “recuperating” in Germany. It was after Risser contacted Rice a month later for more money to escape “another failed mission” that Rice became suspicious.

Risser’s Ruse

Risser, age 34, was charged with impersonating a CIA agent, a federal offense. Risser could face up to 23 years in prison.

Risser purportedly began his CIA charade at a shooting range in Oxnard, California, where he told people he was the son of an ambassador, that he had made millions in the “security business” and that he had exported bulletproof cars to the Philippines. He also claimed he was once a bodyguard to Angelina Jolie and that he was going to be awarded a Silver Star in Washington, D.C..

Like Carnaby, he said he was a CIA agent, but Risser took it a step further and wore what looked to be an “official”CIA badge on his belt.

Jeff Marsalis, Fake Doctor, Fake CIA Agent, Real Rapist

In 2007 a jury in Philadelphia acquitted Jeff Marsalis of 24 counts of rape but found him guilty of two charges of sexual assault. Marsalis, who met women on the popular dating site, Match.com., told some of the women he was a doctor, others he was a CIA agent, and at times, an astronaut.

Marsalis’ victims were the professional women he met on Match.com.. Marsalis told some of the women he was a doctor and he would bolster the charade by taking his victims to Hahnemann Hospital where he would walk around dressed in scrubs and lab coat with a stethoscope and had the requisite hospital badge. He would take his “dates” to the Emergency Room, hospital cafeteria, and even the morgue, while hospital security guards never took notice of the fake physician in their midst.

His fiance, an attorney and intelligence officer in the Navy, believed Marsalis when he told her he was a CIA agent who had experience “crawling around caves in Afghanistan hunting terrorists”.

Marsalis was arrested after seven women, all from Match.com, reported that after a “date” with the fake doctor, Marsalis, they had passed out after having a couple of drinks, awoke and realized they’d had sex or woke up to find Marsalis having a “sexual” encounter” with them. When one woman became pregnant she contacted Marsalis who told her that he had “connections with the CIA and that he would “F” up my world”.

In October of 2007 Marsalis was sentenced by a real judge to 10 t0 20 years in prison on sexual assault charges. Judge Steven R. Geroff was not amused by Marsalis’ “fake” persona’s.

“What you were was a wolf in sheep’s clothing,” Geroff said, as Marsalis’ victims looked on in the courtroom. “Your world was a fantasy. Your lifestyle was a fantasy. What happened to your victims is reality.”

As to who Ronald Vincent Carnaby was, it’s up to the Houston PD to sort fact from fiction. Their findings may shed some light as to why Carnaby took off from the cops when they found out he had a concealed weapons permit. There’s also the matter of why the police didn’t find the two pistols and shotgun during their initial search of Carnaby’s Jeep right after he was shot dead.

While Carnaby was President of a local intelligence agent organization there needs to be an investigation as to whether members had to provide actual, verifiable proof of being either a former or active agent. Carnaby’s willingness to show off his karate skills, knife tricks, and weapons arsenal are potential red flags, those in the intelligence field are, for most part, highly professional and not apt to show up to “show off” to friends.

There remains the party for retired intelligence agents in Washington which Carnaby purportedly attended. An invitation does not grant CIA status. Carnaby may have been adept at not only fooling ordinary people but also those who worked in the intelligence organizations.

Last, but not least, when you purposely run from the cops, this does give the impression that you have something to hide. For Carnaby, it might have might meant the end of years spent living a double life, posing as a “top secret” government agent for friends acquaintances, and family.

Carnaby’s friend Platt made the point about Carnaby being a cop and that you don’t run from the cops if you’re a cop. We agree, but then in the end, Carnaby, who had a choice, did indeed, run from the cops. Now he’s dead and the HPD has to figure out why.
